The functions of Project coordinating unit (PCU):

  • Review and approve (and provide technical advise) DTMPs, district’s three year rolling plans, annual investment and maintenance programs and budgets.
  • Review and approve (when necessary advise on) economic, technical, environmental and social screening to be carried out by districts.
  • Review and approve civil works structures and ensure participating DDCs follow DoLIDAR’s technical design manual, specifications and rate analysis and WB’s procurement guidelines.
  • Maintain a financial management system satisfactory to IDA, consolidate submission from participating DDCs, and submit disbursement claims and audit reports to IDA in a timely manner.
  • Carry out trimester monitoring of project activities substantiated by field visits, including reporting on all project status, key issues and problems and mitigation measures, as well as summarizing the review and evaluation reports carried out by DDCs, community groups.
  • Work with national level NGOs to undertake conflict situation assessment and ensure that project is implemented under the current conflict situation.
